This appears to be a picture of Eugenio Cardinal Pacelli as Papal Nuncio circa 1933. I suspect it was taken during a Eucharistic congress:

I believe I see a blue biretta in the background. I’ve been told that bishops of France—during the 17th century—had blue cassocks with blue birettas. Anyone care to hazard a guess regarding why a blue biretta would have been used circa 1933?
